Complete Steps for Property Registry / E-Registry(Exact Step-by-Step Land Registration Guide) / Property registry office procedure
The government of Punjab has streamlined land registration through electronic portals. The entire modern process follows exact these five distinct steps:
Get Fard-e-Bai (فرد بیع) & Nazri Naqsha (نظری نقشہ)
The seller or property owner obtains the Fard-e-Bai (فرد بیع) from the Patwar Khana/Patwar or Arazi Moawin or by visiting your local Arazi Record Center (ARC). Along with the Fard-e-Bai, the seller or owner obtains the Nazri Naqsha (نظری نقشہ) from the Patwar Khana/Patwari. You can obtain Nazri Naqsha only from Patwari/Patwar Kahana.
Cost responsibility: Seller.
Calculate DC Value & Generating the 32-A Challan online via the e-Stamping portal /E-Stamp Challan (32-A challan )
Before buying stamp papers, you must determine the minimum legal value of the land. This value is dictated by the District Collector (DC) Valuation Tables. Locate the specific district, tehsil, and revenue estate (Mouza) of your property. Calculate the exact DC value based on the total area in Marlas or Kanals or acres (ایکڑ). Government taxes are levied on either this DC value or the actual sale value, whichever is higher. Check or Calculate DC value here Calculate DC Value For Land/Property.
Prepare the sale deed and the relevant e-stamp challan. Under the fee structure described here, stamp duty is calculated as 1% of DC value plus Rs. 1,000. The TMA challan is generated for 1% of DC value, and a PSID includes the combined challan amount along with the Rs. 100 comparison fee.
Use this Punjab Government E-Stamp Citizen Portal link to generate challan. There is no need any login. It is a public i.e citizen portal.
Payment for this PSID (estamp + TMA + Comparison fee) is available through all Mobile and Bank payment services, including JazzCash, Easypaisa , Sadapay or any other on your mobile and also through all banks.
After paying above challan download your E-stamp for registry/gift(Hiba ہبہ) from link Download Estamp for registry/Gift or any other .
- Only E-stamps by performing this step are legal and valid. Mannual Stamp Papers (اشٹام) are banned in Punjab all districts.
- During e-stamp challan preparation, an OTP code is sent to both the seller and the buyer. OTP is sent on SMS or otherwise For overseas OTP for e-stamp is sent to overseas email.
Cost responsibility: Buyer bears this cost.
Digital Deed or E-Registry or Sale Deed/ Hiba Deed Drafting via the Arazi Muawin portal
Punjab has formalised the writing of property Registry / Sale Deed(بیعنامہ) or Hiba Nama to eliminate fraudulent land transfers. Your sale Deed/ Registry must be drafted using the official digital deed writing systems (Arazi Muawin or the e-Registration portal). Now only a registered Arazi Moawin can draft Sale Deed or Registry/ Hiba Nama for property or land. Registration and login is required for that account.
Arazi Moawin must explicitly state the total consideration amount, complete property boundaries, and absolute transfer of rights from the seller to the buyer.
